I have the honour to ask your Lordship's consideration of the following Memorial.
1. I entered the service of the Government of Hong Kong in 1868 and was appointed 3rd Clerk in the Treasury (in charge of the collection of Rates and Taxes) in 1869, and still hold that office, the salary attached to that office being $1560:- but on my appointment my salary was $840:- per annum, which was increased to $960:- in 1878, and remains at that figure, plus a personal allowance of $120:- granted in 1885.
